Loud Criticism card broken - Vanguard TACT ************* (Aruspex - SGO)

The Inspire card, "Loud Criticism", is not using just 2 inspire points as specified on the card face, it apparently requires 3 inspire! This makes it much less useful than it should be. Trying to use it when I just have 2 inspire in my table triggers the red message "not enough inspire".

If it makes any difference, my affected character is a dip level 31 Orc, parlaying in Martok.

I have a feeling this is related to the bug reported below about refresh timers going up by one for a specific player on a specific group of cards.
