Umm....why not...it's a healing spell is it not? Not to mention that it's almost the only healing spell that I use as a cleric. Just because it heals periodically doesn't make it a non-healing spell.

Is there any other kind of major healing spell that it doesn't work with? I never remember reading that particular note in the patch notes when you modified the Health dusts.

Just checked the patch notes, "Health resonance dust should now add the effect Boon of Health. This effect will increase the effectiveness of heals cast on you. This effect does stack, becoming more powerful the more pieces you wear."

How exactly are Healing over Time spells not considered a heal that is being cast on a character?

Is this something that is at least open for discussion or is this just going to be another thing that doesn't make sense to me but I have to suck it up and live with it?

That is just how healing effectiveness works in our game, and most other games the same rule applies.
