But it's not free. Crafted gear is BoE now, which greatly reduces its value relative to adventure-dropped gear. BoE is also outside the point system. Make adventure-dropped gear BoE as well, and then continental effects can be considered "free".

Uh BOE was just put on crafted items, continental effects have existed since beta.
