Race Specific Cards now Dropping - Vanguard TACT ************* (Aruspex - SGO)

I'm doing further testing with QA - they report that one of the cards is not dropping for them no matter what I set the drop rate to, so there may be a deeper issue.

Specifically, no one has seen an Efreeti card drop? (not the same race as the hint above)

Note: there may be one NPC type that is not present in the game in attackable form - my bad - so you guys may only be missing 9 cards instead of 10. Specifically, this NPC race is present in the game world, but there are none that I could find that are attackable.
