I suspect that the most time consuming part is the design of the look of the gear, and that is what the Art dept do. The Dip Devs handle the dip aspects (i.e. deciding the stats, names, drop rates, and adding the menus in to the informants).

This is correct. Once I have access to the art, it's much less than a day's worth of work to make the actual items.
